Short answer

The four standard submittal review actions are Approved, Approved as Noted, Revise and Resubmit, and Rejected. Approved and Approved as Noted let the sub proceed; Revise and Resubmit is triggered by any Blocker or Fix and Resubmit deviation; Rejected means the submittal does not respond to the spec. The four standard review stamps

Approved

The submittal meets the spec as submitted. No corrections required.

Next step: the sub fabricates and installs.

Approved as Noted

Accepted subject to the marked corrections. No resubmittal needed as long as the sub incorporates the notes.

Next step: proceed with the noted changes.

Revise and Resubmit

Not approved as submitted. Triggered by any Blocker or Fix and Resubmit deviation. The sub corrects the flagged items and sends it again.

Next step: correct and resubmit before fabrication.

Rejected

The submittal does not respond to the spec, or proposes the wrong product or scope.

Next step: the sub starts over with a compliant submittal.
